Pendant les années 1955‑1974, les institutions politiques ne parvinrent pas à suivre la demande du marché du travail. Puis il y eut la crise économique de 1973. Dans les années 1980, la politique de rapprochement familial se conjugua à la montée du chômage. Les années 1990 furent un tournant avec l’européanisation des politiques nationales d’immigration et une approche de la migration de plus en plus sécuritaire. Au début des années 2000, ce furent les attaques terroristes, et en 2015 l’afflux de réfugiés et nouveaux arrivants venant travailler en France. La France, qui est le plus ancien pays d’immigration en Europe, reconnaît à peine cette réalité. Son modèle d’assimilation a viré vers l’intégration et le vivre ensemble. L’Europe influence de plus en plus le contenu de la citoyenneté. C’est en prenant en compte tous ces changements que la politique l’immigration en France doit être redéfinie. From 1945 to 2015, France tried to define an immigration policy, but encountered many difficulties to achieve it. During the years 1955‑1974, political institutions failed to keep up with the demands of the labour market. Then there was the economic crisis of 1973. In the 1980s, the family reunification policy was coupled with rising unemployment. The 1990s were a turning point with the Europeanization of national immigration policies and an approach increasingly secure to migration. In the early 2000s there were the terrorist attacks, and in 2015 the influx of refugees and newcomers coming to work in France. France, the oldest immigration country in Europe, hardly acknowledges this reality. Its assimilation model has moved towards integration and living together. Europe is increasingly influencing the content of citizenship. It is by taking into account all these changes that the immigration policy in France must be redefined. Dal 1945 al 2015, la Francia ha voluto dedinire una politica migratoria, ma ha incontrato una massa di difficoltà dall’inizio per farlo : l’importanza della richiesta di manodopera quando le legge e il diritto nazionale non arrivavano a seguire (1955‑1974), la crisi economica del 1973 in un periodo di ricongiungimento familiare e di disoccupazione (anni 1980). Il cambio avviene negli anni 1990 coll’europeisazzione della politica dei flussui migratori e la securizzazione delle frontiere (anni 1990), poi il terrorismo internazione all’inizio del XXI seccolo ed i flussi di rifugizti del 2015. La Francia è il primo paese d’immigrazione in Europa storicamente ma incontra difficoltà a riconoscere questa realtà. Il suo modello assimilazionista si è calbiato nell’integrazione e il vivere insieme. L’Europa interviene sempre più nel contenuto della cittadinanza.
